According to The Verge, this is because PUGB Mobile is introducing a majority of bots to new players and reducing the number of bots per game as players improve in skills. So, that should lead them over time to participate in sports involving 100 human players.

This highly questionable move seems to break the main gameplay of the game. That should pit 100 human players against each other on the battlefield. However, this move appears to have been made with the aim of reducing the difficulty of the game for newcomers and with the motivation to fill up the games. So that it seems that more players are active in the game. So, reducing the time to enter new games or the possibility that the games will not be filled with all the players.
