Bad news for users of custom ROMs for Android, since as echoed from XDA-Developers, everything seems to indicate that Google has begun to block access to its suite of applications on non-certified devices. In particular, the measure is effective on devices whose firmware was signed after 16 March and prevents access to those known as GApps (applications such as Play Store, Google Maps, etc.).

It appears that affected users will see a message that the device is not certified, preventing them from signing in to their Google Account and downloading the applications. However, the measure does not completely prevent the use of custom ROMs, but the device ID will have to be whitelisted every time you install one of these ROMs.
However, it is important to keep in mind that there is a limit of 100 ID records, so if you routinely install new ROMS you may have long-term problems. The move appears to be related to the fact that many manufacturers are ignoring the standard that requires Google certification when using custom versions of the operating system.
