The new 3D View is now available to anyone who wants to use it. To make use of the new 3D View, those interested should only have the Windows Creator Update of Windows 10 installed as well as the latest version of Paint 3D.
All you have to do is go to Paint 3D and go to the top of the toolbar and click on 3D View.
