According to the above, if you do not have the application installed (Google Duo) or the contact to whom it is addressed does not have it installed on your device, the Assistant will derive the video call to the Hangouts application.
Also, in the Google Assistant settings, a section has been modified where you can now link to your own Google Duo account.
Perhaps this is the push that Google Duo needed to make it known to the general public, who usually prefer other options for making their video calls.
