Robert Hallock of AMD has said that the problem can be the speed at which various monitoring tools request information from the cores.

“We’ve found that many common tools for monitoring the system are quite aggressive when it comes to analyzing the behavior of a kernel. Some of these tools activate each kernel for 20 ms, as many times as every 200 ms.

From a processor firmware perspective, this is interpreted as a workload that requires sustained kernel performance. The firmware is designed to respond to this pattern by increasing its clock frequency and voltage,” says Robert Hallock.

“So when you look at the monitoring tool, it constantly requests all the cores to activate and activate the turbo frequencies. As a result, the clock rates remain high and the corresponding voltages also rise to support this increase. This is a classic case of the observer effect: the tool is expected to provide valid data, but it actually produces invalid data due to the way it is measured.

Robert Hallock added that (in his opinion) the best tool for observing the voltage is CPU-Z. Especially if you are looking for what it considers truly accurate results. However, he said it was also important to ensure that the Ryzen Balanced Energy Plan existed. In addition, he recommends that to have the latest drivers and Windows Update 10 (May) installed.
